24 states have yet to adopt primary enforcement seat belt laws and enthusiasm seems to be waning. Speakers will discuss strategies used to pass the Maine primary bill last year, the relationship between primary enforcement and fatalities and what we might expect in terms of future progress.

Belt use varies among various populations. This session will focus on low belt use groups and discuss strategies that are showing some success in changing behavior. The session will include a review of what we know about unbelted populations.
Nighttime Seat Belt Enforcement
Data continues to show that seat belt use drops at night, when roads and drivers can be at their most dangerous. Learn what is being done across the country to enforce seat belt laws and measure usage at night. Results and measurement approaches will be reviewed from Indiana, Washington, North Carolina and West Virginia.
